Our Midlands region, covering both the East and West Midlands, has a long track record in delivering ‘multi-tenure’ housing schemes in partnership with our local authority, housing association and ‘build to rent’ partners.  As well as new build housing and regeneration work, the region has a long history of delivering high quality planned maintenance and refurbishment work.

With our partners in regional government we are embarking on one of the most innovate partnerships in the UK, providing much needed new homes on a range of brownfield sites in the Black Country. Our joint venture relationship with Walsall Housing Group is a key ingredient of this initiative. Elsewhere we are improving stock for various social landlords as well as providing support for community groups wherever we work.

Stuart Penn is the Managing Director Central for Lovell, overseeing operations across the Midlands, East Midlands, East Anglia, and Lovell Renew Central.

Stuart brings extensive experience from his many years with Lovell. His leadership and commitment have been instrumental in the Midlands becoming the company’s largest region. This growth has been driven by strategic partnerships with Housing Associations, Local Authorities, and the West Midlands Combined Authority.

As a result, Lovell has become the partner of choice across the Midlands, most recently demonstrated in October 2025 by its selection as the preferred developer for the 3,500 home Druids Heath regeneration scheme, in a strategic partnership with Birmingham City Council.

Simon Wingate is the Partnerships Director for Lovell in the Midlands.

Simon’s primary responsibility is to develop and nurture strategic relationships with key clients including Local Authorities, Housing Associations, Land Agents and consultants to unlock new multi-tenure housing developments.

Simon has extensive experience in acquisition of land for a variety of housing tenures including Affordable, Open Market, Build to Rent and Care. He has been extensively involved in forming partnerships to unlock stalled brownfield sites for multi-tenure housing across the Midlands regions.

Regional Managing Director Lovell Renew Central

Carl Yale is the Regional Managing Director for Lovell Renew Central covering the Midlands, East Midlands and East Anglia.

Carl leads the growth of Lovell Renew Central’s refurbishment and retrofit offering across the central regions.

With over 25 years in the construction industry, Carl began his career with Lovell in 1998 as a management trainee. His appointment as Regional Managing Director in January 2026 reflects his dedication and commitment to the business. A respected and influential figure in housing and refurbishment, Carl also serves on the board of the Sustainable Housing Action Partnership. His leadership, expertise and vision have helped position Lovell as one of the leading main contractors in the sector.
