The £35.6 million development, being delivered by Lovell for Codi Group, is going ahead with financial backing from Welsh Government. The project will deliver a total of 143 new homes on the brownfield site, including 35 homes available via open market sale and 50 via Shared Ownership. 58 affordable homes will also be provided, comprising 36 apartments, 14 homes for social rent and eight homes for intermediate rent.
Over the course of the project, which is due to complete in early 2029, Lovell will create new employment opportunities for local people, including apprenticeships and work placements.
Anthony Vagges, Regional Managing Director at Lovell, said: “Breaking ground on this significant new development in Cwmbran is a huge milestone, marking the beginning of a long-term project that will see the redundant, former County Hall site be transformed into a high-quality and sustainable new community.
“At Lovell, partnerships working is in our DNA. For over 40 years we’ve worked closely with our partners in Wales to deliver not just new homes, but thriving new communities where people can proudly belong. We’re excited to be bringing this same ethos to Cwmbran and look forward to collaborating further with our long-standing partners Codi, Welsh Government and Torfaen County Borough Council to ensure this development is built to the highest standards, with future residents in mind every step of the way.”
Rhys Parry, Director of Development (East) at Codi, said: “Seeing work begin on this site is a really proud moment for us. This development reflects Codi’s ambition to deliver high-quality homes across a mix of tenures, creating better places to live for communities across Wales.
“Our Codi house types have been designed to combine high-quality materials, energy-efficient design and distinctive architectural character, creating homes that feel rooted in the local area. Combined with the site's natural green spaces, they will help create an attractive and welcoming neighbourhood that people will be proud to call home.
“We're delighted to be working with Lovell on the delivery of the scheme, and we'd like to thank Torfaen County Borough Council and Welsh Government for their support in helping bring these much-needed homes forward.”
On the development, solar panels and air source heat pumps will be installed on the social rented homes and a large, pre-existing bat house will be renovated to enhance the site’s biodiversity. The new community will also be located within a woodland area, as well as provide great transport links and easy access to local amenities, including two schools and a hospital.
In spring 2027, Codi Group is set to open a four-bedroom Heywood style showhome and release the first open market sale homes for sale, for local homeseekers to explore and enquire about.
